The Newnan City Council unanimously approved a $188,660 contract with Path Foundation Kaizen to design the next section of the Link Trail.
City staff said Columbia Engineering produced the prior conceptual layout but personnel changes at Columbia prompted staff to seek new proposals; while Columbia’s proposal was the lowest cost, staff recommended Path Foundation Kaizen because of concerns about continuity and relationships after staff changes. Council member Dustin Kuratko asked why the city did not continue with Columbia Engineering; assistant city manager Hassell Crayver said the lower price reflected work Columbia already performed and that staff worried personnel shifts could affect project delivery.
Staff explained the timing push for this section was related to the Newnan High School academic calendar because construction will affect parking for students and staff; assistant city manager Crayver said there is potential to route the Link Trail closer to lakes near Newnan Utilities properties when the trail integrates with Carl Miller Park.
Council approved Path Foundation Kaizen’s contract unanimously. The council packet contains the proposals and staff recommendation.
