The Gonzales City Council introduced Ordinance 2025-151 on June 2 to update the city code’s bidding procedures for public construction projects to reflect new monetary thresholds in state law, and approved the measure on first reading by unanimous vote.
Staff said the state updated thresholds effective Jan. 1, requiring the city to amend its code so informal and no-bid categories align with the California Uniform Public Construction Cost Accounting Act. Under the amended thresholds cited in staff materials, no-bid contracts would apply to projects up to $75,000, informal bidding up to $220,000, and formal sealed bidding above that level.
A staff presenter described how the change expedites small public-works projects by allowing the city to use a list of qualified contractors and informal quotes rather than a full advertised bid process for many projects. The presenter also noted a minor wording change to include installation work in the definition of public works.
Council members voted to introduce and read the ordinance by title only; the motion carried unanimously. The ordinance will return for a subsequent reading and adoption on the standard schedule for municipal code amendments.
