On grants.gov, White encouraged applicants to research agency priorities and to read NOFOs carefully. "If we ask you a yes or no question, it's advisable that you begin your answer with a yes or no, and then you can clarify," he said, noting review committees evaluate only what applicants include in packages and agencies cannot conduct outside research. He recommended registering early, confirming time zones on deadlines, completing standard SF forms and providing sufficient program and budget details.
Reclamation programs: White described multiple funding streams available across 17 western states, including regional CalFed water-use-efficiency programs and agricultural water-use-efficiency partnerships with USDA. He said many Reclamation NOFOs require roughly 50% nonfederal cost share and suggested phasing large programs into multiple phases when appropriate. He urged applicants to consult Reclamation points of contact listed in NOFOs for questions and to avoid design-development partnership that would create unfair advantage.
