Strategic Growth Council reviews AHSC, factory-built housing pilot and agricultural land conservation

An SGC representative (Adrianne) summarized the council's programs that fund integrated affordable housing and sustainable transportation projects, factory-built housing predevelopment, and agricultural land conservation.
Adrianne said the Affordable Housing and Sustainable Communities (AHSC) program finances integrated projects that include affordable housing, active transportation, urban greening and community services, and that it is funded by California Climate Investments. "We require sustainable transportation investments as part of this program as well as all electric buildings and community services," she said. SGC reported more than $4 billion invested in underserved communities across rounds that have produced more than 22,000 affordable homes and reduced greenhouse gas emissions.
Factory-built housing and other programs: SGC described a $12 million predevelopment fund to help access federal funding for factory-built housing manufacturing facilities and said the agency is reworking the program after an open request for information identified barriers such as zoning restrictions and finance timelines. The Sustainable Agricultural Lands Conservation (SALC) program supports planning grants, conservation acquisition and capacity building to protect agricultural lands at risk of conversion and reduce greenhouse gas emissions.
Timing and assistance: SGC said AHSC recently closed applications for its ninth round and expects to make awards this December; applicants should sign up for updates. The factory-built housing program is under redesign and expected to return soon. SGC encouraged applicants to seek technical assistance and attend breakout sessions.
