Mayor’s Council announces procurement phases for abandoned vehicles and white goods, clarifies tire handling

The Mayor’s Council’s executive director reported that the procurement for abandoned vehicles and disposal has moved to phase 2 and that interested bidders may submit proposals; the solicitation was advertised in the Guam Daily Post and the council expects to open bids and begin evaluation this week. "This has been advertised in the Guam Daily Post as of today, and is available for any potential or prospective bidders," the executive director said.
The executive director said the white goods and electronics removal is expected to reach phase 3 soon and that the contracts will use an IDIQ (indefinite delivery/indefinite quantity) method: a 12‑month IDIQ with an optional three‑month extension (12 + up to 3 months) pending justification. "It's an IDIQ, which is 1 year... allows us to extend it for 3 more months after the first 12 months, which would give us 15," the executive director said.
Mayors asked about tires and whether village staff may deliver white goods directly instead of waiting for vendor pick‑up. The executive director said the procurement team is considering not using a bid method for tires and that vendors will normally pick up white goods once the EA/ EPA forms and addresses are provided. "You can... establish an address for that item, the quantity, the type, the description, then it can be picked up," an official said.
Council staff cautioned that procurement is in process and questions about vendor capacity and equipment, debris removal and timeline were not addressed beyond procurement documentation; several mayors emphasized local site conditions and the need to account for debris before vendor acceptance. No award was announced at the meeting; updates will follow the bid opening and evaluation process.
