The board heard that federal and state funding programs are prioritizing safety, new technology and air mobility, and that substantial discretionary and Airport Improvement Program funding is being allocated to airports that are prepared to proceed. Board member 1 told the meeting, "Make sure you have your airport layout plan and anything that you're going to have that shovel ready, as ready as possible because money tends to show up at different times. And if you're ready, you go to the top of the stack." The presenter also noted there is "$50,000,000 of discretionary grant money available that is unclaimed so far" and referenced a larger $44,000,000,000 airport improvement plan in play.
The presentation included operational and infrastructure items Winnsboro should consider. Board member 1 emphasized the role of a ramp coordinator, saying, "It's absolutely paramount that whoever your person is that's talking to them, know them closely, because they're the person that's going to be the direct link to TxDOT." The presenter said newer piston and small turbine-type aircraft could use fields as short as about 3,000 feet, noting some smaller jet-capable aircraft can operate at those lengths; Winnsboro is at roughly 3,250 feet. He also mentioned emerging diesel piston engines (referred to in the presentation as DeltaHawk) and that the airport may need to consider providing Jet A fuel in small quantities in the future.
On local facilities, staff reported that the terminal roof repair is complete after a two-year delay. The board reviewed bids for adding hangars: two of three bids have been received to build three additional hangars (with an alternate for four), and the cost estimate discussed was "around a hundred thousand dollars just for 3." Board members said increasing the number of based aircraft to 10 is a priority because achieving 10 or more based aircraft would allow the airport to request reclassification ahead of the next formal snapshot expected in December 2026.
