Tomball ISD board accepts TASB Risk Management property-and-crime insurance option

The Tomball Independent School District Board of Trustees voted unanimously to accept option No. 2 of RFP 980-24/26, approving property and crime insurance proposed by TASB Risk Management (TASB).

Board members said the district has a long-standing relationship with TASB for other coverages and that the pooled purchasing power can reduce premiums for taxpayers. "Historically, Tomball ISD has carried automobile insurance with TASB, and I think I believe that's been the case for roughly 20 years," said Mr. Bowles, a district staff member involved in procurement. He added that while property coverage with TASB is new for the district, TASB has provided similar services to neighboring districts and negotiates rates that individual districts might not obtain alone.

Trustees asked whether the district used a rubric that evaluated quality and fit. "Wasn't there a rubric that existed, that not only evaluated the quality of services as well as the fit of whether or not the provider could meet the service and needs of the district?" a trustee asked. The superintendent's team confirmed the rubric was used in the evaluation.

The board discussed trade-offs including deductible levels, premium trends and market volatility in property/casualty insurance over recent years. "The property casualty area has had crazy things go on since, I guess, in the past 3, 4, or 5 years," a trustee said, praising staff for continuously seeking competitive options.

After the discussion, Trustee Salem moved to accept option No. 2; the motion was seconded and carried unanimously.

The board did not receive public comment on the item and moved on to the next agenda matter.
