Franklin Board Approves $261,380 Supplemental for Graham Road Project to Add Bridge Design

The Board of Public Works and Safety approved supplemental agreement No. 1 with Crossroad Engineers PC to add the design and inspection of a replacement bridge to the Graham Road Improvements project.
Planning Director Joanna Tennell told the board the original professional-services contract was $741,685 and the supplemental agreement increases that contract by $261,380 to cover the bridge design, updated right-of-way acquisition tasks and inspection work. Tennell said the total payable under the contract was shown in the packet as approximately $1,000,000 and that the full Graham Road project — including the bridge, widening and right-of-way work — is estimated at about $6 million.
Tennell said the bridge was added to the project after county bridge inspection findings in 2024 showed the existing bridge was deteriorated with substandard geometry, making replacement the recommended approach. She said the supplemental amount will be funded by the Redevelopment Commission (RDC) and that the city retains design responsibility under a professional-services contract, which is not subject to the same percentage increase limits as construction contracts.
Board members discussed the bridge scope, funding sources and that right-of-way updates and appraisals were reflected in the supplemental. The board voted to approve and execute Supplemental No. 1 with Crossroad Engineers PC. Joanna Tennell recommended proceeding with the expanded scope to deliver a completed roadway and bridge replacement together.
The project will proceed with the expanded design scope; staff said construction funding and partner coordination (including county involvement on bridge ownership) will be addressed as the design advances.
