Franklin to Advertise Bids for Wastewater Treatment Plant Expansion; Construction Expected in October 2025

The Franklin City Board of Public Works and Safety voted to authorize advertising for bids on the wastewater treatment plant expansion after staff said plans, specifications and permits are complete.
City engineering consultant Gary Ruston told the board the design is finished, all necessary permits have been obtained and the proposed schedule calls for the board to authorize advertising June 6, receive bids July 15 and present results July 21, with construction beginning in October 2025 if the timetable holds.
The board’s approval cleared the project to move to the public bid phase. “The wastewater treatment plant expansion design is complete. Plans and specifications are ready. All necessary permits have been obtained, and I'm here tonight to request authorization to proceed with advertising for bids,” Gary Ruston said.
Mayor Barnett and other board members discussed financing. Board members said bonding is the likely source and that the city has retained bond counsel and a financial planner and already obtained required newspaper publications to satisfy council requirements, but final bond rates are not yet known. The mayor said the city is “trying to bond for this project plus the Westside interceptor” and that other options exist if costs exceed projections.
Board members asked about the construction timeline and bond process; staff repeated that advertisement and bid dates are set in the schedule and that construction is projected to begin October 2025. The board approved the motion to request permission to advertise the wastewater treatment plant expansion project.
The board’s authorization moves the project into the procurement phase; bids will be opened publicly on the date in the schedule and returned to the board for award consideration at a later meeting.
