The city manager explained the arrangement provides temporary capacity to keep priority initiatives moving while several senior city positions remain vacant.
Public reaction and council discussion: The item prompted extensive public comment. Several residents and speakers — including Jeremy Davis and Darlene Shelley — expressed concern about the optics and potential conflicts because the sheriff’s office is the city’s largest contracted service and the chief of staff would come from that same agency. Some councilmembers raised questions about indemnification and asked staff to ensure the agreement included protections for the city and the sheriff’s office; council also amended language to add the sheriff to an indemnification clause to ensure legal coverage for both organizations.
Vote and next steps: The council voted 4–1 to approve the interlocal agreement (Mayor Michael Norris voted no). Staff said the assignment would be implemented through the sheriff’s office and that costs would be covered from the city manager’s personnel budget line; staff also committed to returning any related final contract language and to track deliverables during the assignment.
