Council approves stormwater maintenance agreement for TNT Express parking-lot expansion

Oak Creek's Common Council on June 3 adopted a stormwater management practices maintenance agreement with TNT Express Inc. linked to a proposed parking-lot expansion at 9810 and 9880 South Ridgeview Drive.
Matt Sullivan, assistant city administrator and city engineer, told the council the agreement is standard for developments that add impervious surface and require on-site stormwater controls. Under the agreement, the property owner is required to maintain the stormwater management facilities and provide inspection reports to the city; staff said they expect annual maintenance and inspection by the owner and that city staff may also inspect the facilities to ensure compliance.
Council members asked how frequently the city inspects such ponds and how enforcement works if silt builds up. Sullivan said owners are required to perform annual inspections and maintenance and that city staff will follow existing practices to inspect and enforce maintenance requirements as needed. The council approved the resolution by roll call with all members voting aye.
The agreement was presented as a standard condition of site plan permitting and does not, in itself, authorize construction; development permits and any required plan approvals remain subject to separate review.
