Oak Creek council adds city-owned Howell Avenue parcel to Oak View Business Park, rezones it to manufacturing

The Oak Creek Common Council on June 3 voted unanimously to rezone a roughly 20–23 acre city-owned parcel at 10523 South Howell Avenue from A1 Limited Agriculture to M1 Manufacturing and to amend the Oak View Business Park planned unit development (PUD) to include the lot.
City staff and the plan commission told the council the change is intended to prepare the former Morja Farm parcel for future industrial or business-park development that would match abutting parcels. "The item before you this evening is, to rezone a parcel that's owned by the city," said Christie Lane, community development director, describing the property's location adjacent to the Oakview Business Park and noting the planning commission recommended approval at its Feb. 25 meeting.
The council approved an ordinance to rezone the parcel after a public hearing with no speakers. Alder Lork moved to rezone the property; Alderwoman Marshall seconded. A roll-call vote recorded all ayes. The council then approved an ordinance amending the Oak View Business Park PUD to add the same parcel; again Marshall seconded and the motion passed unanimously.
City legal staff described two accompanying, related items designed to clear title and integrate the parcel into the business park association and development controls. Attorney Melissa Carls told the council the measures address prior purchases in the area (including parcels acquired in 2022 and late 2024) and were intended to "clean up some title issues" and streamline entitlement and site-plan review for the remaining lots in the park. The council approved a resolution adding the land to the Oak View Business Park declaration of development standards and protective covenants and separately approved termination of certain encroachment agreements recorded against the property.
Council members and staff said the land will remain city-owned in part and that the changes are aimed at efficiency in reviewing future development proposals. No specific development proposal was presented at the meeting and no public expenditures or incentives for future projects were approved as part of these items.
The ordinances and resolutions related to the parcel passed by recorded roll call votes in which all members present voted in favor. The council closed the matter and moved on to subsequent agenda items.
