Bel Air approves $29,467 contract to add engineered wood fiber at Plum Tree Park playground

The Bel Air Board of Town Commissioners on June 2 approved a $29,467.33 contract with Game Time Care of Cunningham Recreation for additional engineered wood fiber (EWF) surfacing in the smaller tot lot at Plum Tree Park.
Town staff said the installation completes a broader set of playground improvements funded by a Community Parks and Playgrounds grant and matching town funds in the FY25 budget. Staff reported total FY25 park improvement funding of $150,757, which covers swings, parking-lot paving, basketball-court topcoat and striping, benches and tables, AEDs for several parks, fence repairs and landscape maintenance; the additional EWF quote was needed because the smaller playground was not included in the original purchase.
During discussion commissioners asked whether the town could take a 3% cash‑with‑order discount, and expressed concern about a discrepancy in the vendor name shown on contract terms (purchase orders reference Playcor Wisconsin Inc. d/b/a GameTime while the recommended vendor is Game Time Care of Cunningham Recreation). Staff said payments are made to Game Time Care of Cunningham Recreation and that the contractual terms are standard for the vendor’s extended cooperative contract; staff also said storage and short on‑site work will be brief and typical for playground installations.
The board approved the contract by unanimous vote; Mr. Krantz recorded Commissioners Rutledge, Chismar, Taylor and Chair Eddings as voting “Aye.” Staff said the contract will be executed under an existing cooperative purchasing contract and that the work is consistent with the approved FY25 budget.
