Commissioners approve four budget amendments and consent package including tax refunds, appointments and opioid spending resolution

Alexander County commissioners unanimously approved four budget ordinance amendments for the current fiscal year and passed a consent agenda that packaged routine financial adjustments, board and committee appointments and other administrative actions.

Interim County Manager Deborah Bechtel summarized budget ordinance amendments 38–41, which adjust current-year estimates to reflect personnel costs (amendment 38), solid-waste personnel offsets (39), increased detention-center medical costs and adjusted sales- and interest-revenue estimates (40), and reconciled the county water-and-sewer fund with City of Hickory data while creating separate water and sewer line items (41). Bechtel said some amendments offset costs with revenues and that changed estimates were based on year-to-date figures.

Bechtel presented the consent agenda covering tax abatements and refunds (refunds totaling $541.45; abatements for real property $6,025.71, personal property $3,853.81 and motor vehicles $12,770.98; releases totaling $23,132.76), minutes from a May 12 budget work session, and multiple board and committee reappointments and new appointments for bodies including the Historic Preservation Committee, the Juvenile Crime Prevention Council, the Region E Aging Advisory Committee and a Multi-Modal Steering Committee tied to a comprehensive transportation grant. She noted a services contract with county planning and zoning to support the Town of Taylorsville, an extension of the license-plate-agency lease for two years at $8.50 per month, and an updated consolidated county fee schedule for fiscal 2025–26.

Bechtel also introduced a required resolution directing expenditure of opioid settlement funds and another resolution to commit fund balance to start a future capital projects fund; both reflect items already included in the adopted budget. She said the sheriff has court-ordered authority to dispose of 25 seized weapons and requested authorization to dispose of four older pieces of equipment that had historically been sheriff's property.

A motion to approve amendments 38—1 and the consent agenda passed unanimously. The record shows voice votes with all in favor; individual roll-call names were not specified in the transcript.

The board directed staff to implement the amendments and process the consent items, including publishing revised fee schedules and executing the lease extension and services contract as authorized.
