City staff said the city applied in the prior grant round and was not selected, but staff and commissioners expressed continued interest in the splash pad project. The city issued a request for proposals and received one submittal, from Public Management Inc., which previously assisted the city on similar grants.
Commissioners voted to approve the contract and authorized the city manager to execute it; the vote was recorded as unanimous. The contract authorizes consultant work on the 2025/2026 grant cycle; award and construction remain contingent on grant selection and matching-fund requirements.
If the grant is awarded, staff will return to the commission with required local-match and contracting steps before construction begins.
