The presentation stated the mini-veil equipment cost at about $5,558,000 and the scholarship pool would likely be in the range of $32,000–$55,000; speakers described those as preliminary estimates.
Staff said ownership by the EDC would allow the asset to be used for training and, if successful, potentially transferred or sold to other institutions such as a technical college; if the program failed, the city/EDC would recover salvage value. The scholarships were described as aimed at workers earning low wages now who could increase earnings after training.
Commissioners approved the first reading by voice vote with no opposition recorded. Final approval and any purchase or scholarship disbursements will occur after further scoping, vendor selection and a subsequent council action.
