Link Innovation Labs on track: permits filed, groundbreaking set for June 4; Plug and Play signs LOI

Go Topeka staff told the JADA board on May 14 that Link Innovation Labs is on schedule, on budget and preparing for a June 4 groundbreaking ceremony.
Molly Howie, vice president of economic development, introduced the update and Stephanie Moran, senior vice president of innovation, provided project details: construction permits have been filed and the fire marshal has approved the plans; city comments were expected by the following Monday. Moran said contractors had held preconstruction meetings and that construction signage and banners were planned by the end of May ahead of the June 4 groundbreaking.
Moran said the project remains on budget and that the team is monitoring tariff-driven cost pressures with contingency options identified. She said AIM (a project partner) was advancing infrastructure and remediation on upper floors to support future buildouts and that master lease terms were pending, with parking and utilities nearly finalized. “We should have the construction, signage and banners up here by the end of the month,” Moran said.
Moran also said Link has signed a letter of intent with Plug and Play and that marketing materials and a website were in production. The building will include lab spaces, a visible café, rentable boardrooms and a pitch-training space intended for community use; Moran said programming and accelerator partnerships will follow once construction begins and the team is planning for a January 2026 opening.
Moran invited the board to a June 4 groundbreaking and to a Plug and Play Expo the following day. No formal board action was required for the update.
