The Topeka City Infrastructure Committee approved funding on May 20 for the Soldier Creek levee project, a city utilities request to raise the levee by about six inches between Northwest Monokan Road and U.S. Highway 75 so the unit can move toward certification by the U.S. Army Corps of Engineers.
Utilities staff requested $450,000 in cash funding for construction; the North Topeka Drainage District will reimburse the city for half the cost under an agreed 50/50 split once work is complete, the utilities presentation said. Utilities described the levee unit as treated as a "sister unit" to the city's North Topeka levee for Corps certification purposes and said the Soldier Creek project is the first of two projects needed to complete certification.
Director Davis presented the request and answered committee questions. Councilwoman Ortiz moved approval; the motion was seconded by Councilwoman Holford and carried without recorded opposition.
The city will proceed to construct the first project to pursue full certification; staff said they will continue coordination with the North Topeka Drainage District and the Corps. No additional project schedule detail was provided at the committee meeting.
