Amanda Stanley, the city attorney, said the council had reviewed the matter previously with the owner of EMS Unlimited and that the franchise would allow the company to operate legally inside city limits. The ordinance was introduced by City Manager Dr. Robert Perez.
Councilman Dover moved to approve the ordinance; Councilman Miller seconded. The roll call vote was 9–0 in favor.
No conditions or amendments were recorded on the council floor at the time of the vote.
