The governing body discussed an application from TEX Incorporated to operate an ambulance franchise in Topeka during the June 3 meeting, following the city’s recent adoption of an application process for transport companies.
Amanda Stanley, city attorney, said the council had previously approved a single franchise and that the city needed an application process so other ambulance transport companies could seek authorization. "Step 1 was we didn't have an application, so now we have an application to become a franchise owner. Step 2 was having the companies apply," Stanley said.
A representative for TEX Incorporated described the company as co‑directors of an EMS and ambulance service operating since February. "We service multiple counties in Northeast Kansas from a 911 perspective ... We also operate an inter‑facility transfer division," the representative said, and added TEX provides basic and advanced life support transfers.
Council members asked whether TEX had met ordinance requirements and were told by staff that the company had met all conditions in the city’s franchise ordinance. There was no council vote; the item was presented as a discussion/consideration and staff confirmed the applicants met the ordinance criteria.
If TEX completes any remaining administrative steps, follow-up items would return to the council for formal action required by the franchise ordinance.
