Service Authority approves new pump-and-haul contract at 15¢ per gallon to lower emergency hauling costs

The King George County Service Authority on May 20 authorized a contract with Local Services LLC to provide emergency pump-and-haul services for wastewater at a rate of 15 cents per gallon.

Austin (procurement staff) told the board procurement had issued IFB 05132025-1400 and received five bids; Local Services LLC was the lowest responsive, responsible bidder at 15¢ per gallon. “Work will be performed on an as-needed basis and be funded by the Service Authority,” the procurement summary said.

Service Authority Director Robert Resavi and supervisors explained the county is seeking a lower per-gallon rate because the authority currently pays substantially more when it must haul septage from smaller plants to the Dahlgren press. Resavi said the prior vendor’s per-gallon price sometimes approached $0.89 in bidding rounds, making a 15¢ bid a substantial cost reduction.

Supervisor Davis moved to authorize the board of directors of the Service Authority to execute a goods-and-services agreement with Local Services LLC at 15¢ per gallon subject to county-attorney approval; the board seconded the motion and approved it by roll call. The recorded roll call votes were: Robotham (aye), Collins (aye), Sollins (aye), Davis (aye), and chair (aye). The motion carried.

The authority’s staff said the contract is expected to reduce annual pump-and-haul costs; last fiscal-year invoices were cited in the meeting as totaling roughly $126,000 for pump-and-haul work, a figure staff said may rise as additional invoices are processed. Staff also noted the contract will be used on an as-needed basis while the authority is recruiting or training a new in-house pump-truck driver.
