Council adopts revised petitions and budgets for Buffalo Pines paving; assessments will pay for improvements

The Wichita City Council approved revised petitions and budgets May 27 for paving improvements at the Buffalo Pines addition in District 2. Paul Gunzeman of Public Works and Utilities told the council the developer submitted revised petitions and budgets to reflect current market conditions; signatures on the petitions represented 100% of the improvement district and the petitions were valid under Kansas statute.
Gunzeman asked the council to adopt the amending resolutions and authorize the necessary signatures. "The developer has submitted revised petitions with revised budgets to meet current market conditions," he said. The council approved the petitions and budgets; staff noted the improvements will be paid for by special assessments on the properties in the improvement district.
Council members asked whether rising construction costs were driving the budget amendments. Gunzeman said construction costs have been rising; the petition was nearly 18 months old and some petition budgets are being revised to reflect higher engineer estimates and bid results. He said staff planned to meet with planning engineers in the coming weeks to discuss the trend.
Action: the council approved the revised petitions and budgets and adopted the amending resolutions, 7-0.
