Council approves Rum River BMX bike rodeo permit and lease amendments including roof warranty and governance change

The Isanti City Council approved a special-event permit for a VFW and Rum River BMX “bike rodeo for kiddos” scheduled for June 4, 2025, and separately approved amended lease terms with Rum River BMX that add a roof replacement warranty and change the appointed council member’s seat on the BMX board from a voting to an ex officio nonvoting position.
City staff presented the special-event application and said the one-day event, set for June 4 from 6 p.m. to 7:30 p.m. at the BMX parking lot, was open to the public and intended to teach bike safety. Staff gave an attendance estimate of about 50 people and said the applicants requested the $100 cleanup fee be waived. “The event will take place 06/04/2025 from 6PM to 07:30 for a 1 day event and will occur at the BMX parking lot. The event is open to the public and will teach bike safety to the community,” staff said.
On the lease amendment, staff told the council the changes were made as directed by the council in late 2024 and that Rum River BMX’s board had reviewed and accepted the amendments. “Our attorney did review these, and so it's agreed on both ends,” staff said during the meeting. Council discussion included whether the city should maintain a voting member on the BMX board; some council members said the city’s interest is protected by the lease and the long-standing payment record of the BMX organization, and one council member said they were comfortable approving the change after attorney review.
Council member Lundin moved to approve the special-event permit (motion carried 5-0). Separately, Lundin moved to approve the amended lease agreement and Council member Heaman seconded; that motion also carried 5-0. The transcript records no subsequent amendments to the lease at the meeting.
