Council approves targeted Dayton City Code edits to meeting rules and stipend timing

Dayton City Council on May 27 approved amendments to city code language related to council meetings and administrative procedure. The ordinance updates remove an absolute requirement that meetings "shall adjourn by 11 p.m." and strike a provision that "every ordinance and resolution shall be presented in writing and shall be read in full." Staff said the provisions are legacy language and that practice in Dayton has not followed the 11 p.m. rule.
Council also discussed the internal process for recalculating council stipends. The existing code set a recalculation to occur "after every general election," but council members observed that the recalculation step had not been consistently carried out. Council directed that stipend recalculation language be aligned with the annual budget process so that adjustments would be considered during budget deliberations following a general election.
Council voted to approve the code changes; the transcript records the decision as carrying 5-0. Staff noted that the math example in the code (a numeric illustration of population bands) contained a numeric inconsistency and agreed to correct that example for clarity before final publication.
The meeting ended shortly after the ordinance vote.
