Winona County promotes Ross Dunsmore to planning and environmental services director

Winona County commissioners approved the recommendation to appoint Ross Dunsmore as planning and environmental services director, promoting him from his interim role in the department.
Human Resources Director Todd Sadler presented Dunsmore’s candidacy and recommended him for the director position. Sadler said Dunsmore is a Winona State University graduate in geology, began work with the county in 1998 and has held supervisory roles in environmental services.
During the meeting, Sadler told commissioners that Dunsmore “has a wealth of knowledge” and described his experience; Sadler also said Dunsmore cited plans to meet with townships as part of outreach if appointed. Sadler additionally said Dunsmore has “over 35 years of experience” (a statement made on the record during the interview discussion) and that he rose through internal ranks and served as interim director prior to the recommendation.
Commissioner Begley moved the recommendation and Commissioner Meyer seconded. Commissioners praised promoting an internal candidate and said they expect the director to continue outreach to townships and timely responses on planning matters; one commissioner noted a desire for longer-tenured stability in the director role. The board voted to approve the appointment.
Staff said they will begin backfilling the positions Dunsmore previously filled as the county transitions him into the director role.
