County Auditor Mark Thompson explained Dunnic applied for a PACE loan administered by the St. Paul Port Authority to finance clean energy improvements; Thompson said the assessment amount is $268,115, to start Jan. 1, 2026, for 10 years at 7% interest. Thompson included the joint powers agreement with the St. Paul Port Authority (previously executed by the county) as background on the county's role in collecting the assessment.
Commissioners approved Resolution 2025‑16 by voice vote. Thompson said assessment payments will be collected by the county and remitted to the St. Paul Port Authority per the joint powers agreement.
