Board approves 2026 Heartland Express operating contract; local cost-share rises

The Hubbard County Board approved the 2026 Heartland Express operating contract, with staff noting the local cost-share component has risen but that fare revenue and new contract work will offset much of the change.
Human Services staff brought the operating contract to the board and said the only substantive change was an increase in the local cost-share percentage. Staff said the county expects fare revenue and additional contractual work (including discussions about providing contract service for downtown events such as Second Street Stage) to help cover the difference.
Staff said application paperwork for required state or federal funding was in process and due June 30 and that there were no anticipated cuts to the regular operating funding streams. A board member asked about expanding routes to Nevis and Akeley; staff said route expansion remains in development with city managers and depends on demonstrated demand.
The board approved the operating contract and directed staff to continue pursuing additional contracted services to improve revenue diversification.
