County approves concrete slab and accepts donated shelter for Garfield Lake Park

The Hubbard County Board approved a low quote from KL Concrete of Park Rapids for $3,120 to pour a 12-by-20-by-6-inch concrete slab at Garfield Lake Park to support an upcoming donated shelter installation.
Parks staff said the Garfield Lions and a local ice-racing group donated funds for the project and that the county had previously accepted the donation on Feb. 18, 2025. "We accepted, you guys accepted them on whatever date that was, 02/18/25," a parks staff member confirmed on the record. Parks staff said only one bid was returned by the deadline and that in-house construction would likely cost about twice that price.
The shelter, paid for by donors and similar to a unit erected by the Akeley ATV club, will fit three picnic tables and will be installed by parks maintenance staff once the slab is completed. The board approved the quote by motion and confirmed there was budget authority for site improvement work.
Parks staff said the community up at Garfield Lake is "pretty excited" and that the work must be completed by a July 1 deadline to meet donor timelines.
The vote to approve the slab and proceed with shelter installation carried; staff will schedule the contractor and follow up on installation logistics.
