Hubbard County approves street-project bids, accepts state active-transportation grant and OKs Highway shop security cameras

Hubbard County highway staff reported Friday that two city street projects and related items advanced with board approval.
The board approved the low bid for contract project 29 25 16 (city street improvements in the city of Nevis). Highway staff said the low bidder was Anderson Brothers of Brainerd, Minnesota, with a low bid of $114,790.60.
The board also approved the base bid for the Park Rapids street reconstruction project (SAP029601007/Casa 1), with a base bid of $3,500,859.75 from RL Larson Excavating of St. Cloud, Minnesota, contingent on the city approving two alternates at its meeting next week. Highway staff said the county was awarded active-transportation funding for bike lanes, curb and gutter and sidewalks on the Park Rapids project, capped at $978,919.
Commissioners approved a $15,192.31 quote to install surveillance cameras at the Highway North shop with the same vendor the county used elsewhere; highway staff said the system would include about 11 cameras, remote access, and two weeks of recorded retention.
Highway staff also notified the board that the Minnesota Department of Transportation (MnDOT) will close the Casaw 14 intersection temporarily this week as part of a Trunk Highway 87 project that received HSIP funding to correct the intersection skew. Highway staff said the closure uses a soft detour with messaging rather than full signed detour and noted poor prior notification to the public regarding a serious crash there last year. "It helps with safety impacts," a highway official said of the MnDOT work; the official also noted the intersection improvement is intended to increase sight distance.
All motions for the highway items carried on voice votes. The Park Rapids base-bid approval was conditioned on the city accepting its alternates at the city's next meeting; the board recorded the active-transportation award amount when discussing the project's financial impact.
