County approves Roto Chopper equipment, landfill grading and site changes for solid-waste operations

The Hubbard County Board approved several solid-waste operational investments funded largely through a Minnesota Pollution Control Agency (MPCA) organics grant and county budgets: a Roto Chopper colorizer ($27,331), a Roto Chopper radial stacking conveyor, a grading contract for the North Transfer Station and the transfer of a 2001 service truck from the Highway Department to Solid Waste.
Solid-waste supervisor Josh told the board the colorizer integrates with the county's horizontal grinder purchased under an MPCA organics grant and that the colorizer purchase would be funded through a separate MPCA Greater Minnesota Waste Reduction, Reuse, Recycling and Composting grant that carries a 25% match requirement. "Funding for the colorizer would come from a separate MPCA grant... the quote from Roto Chopper was $27,331," Josh said. The board approved the purchase using cooperative purchasing through Sourcewell.
The board also approved a radial stacking conveyor from Roto Chopper (narrower belt but compatible with the county's grinder) that fit within the grant budget. Solid-waste staff said the conveyor includes a plate magnet to help remove metal in processed material and that the combined colorizer and conveyor costs were approximately $3,000 over the original grant estimate but within the revised budget.
Separately, the board approved a grading quote from a local contractor (Glane/Gladen Construction) to create a storage area at the North Transfer Station for clean shingles, mulch and concrete and to perform seasonal cover work on the open landfill face. Staff estimated one D8 dozer at the contractor's quoted hourly rate ($343/hour) for approximately four to five days, depending on conditions.
The board also approved transferring a 2001 service truck from the Highway Department to Solid Waste; the truck includes a welder, crane and air compressor. Solid-waste staff said they will auction the department's older truck later this year.
All actions were approved by board motions. Staff said the investments will improve onsite processing, storage and operations and allow the county to stack and market mulch more efficiently.
