Cook County Housing Redevelopment Authority on May 20 approved Resolution 2505 authorizing staff to work with Jane Penner, Nana Push LLC and Kim Wolf of Timberwolf Realty to submit an application to I Triple R for the North Scoggin housing project and to use up to $100,000 in previously earmarked ARPA funds as the HRA match.
The resolution matters because I Triple R funding (the program the HRA referred to in the meeting as “I Triple R”) can provide up to $400,000 for eligible projects; the HRA’s $100,000 match would unlock that potential capital. Executive Director Jeff Brand told commissioners the applicant team asked for materials from the prior round and the HRA updated dates and paperwork to prepare a timely application.
Brand summarized the funding structure and timeline, saying the I Triple R application round typically opens in July and confirming the HRA’s $100,000 match remains in the account from an earlier ARPA earmark. He also told commissioners that the I Triple R requires prevailing wages for projects that accept its funds. “The prevailing wage is essential for all aspects of the project,” Brand said, citing the requirement as consistent with other I Triple R-funded local work.
Commissioners moved and seconded approval of Resolution 2505 and carried the motion by voice vote; the record in the meeting shows an affirmative voice vote and no recorded opposition.
The resolution does not obligate money unless the I Triple R award is granted; Brand said the ARPA match is already set aside in the HRA account and would be used if the HRA’s I Triple R application is successful. Commissioners asked whether the prior request to I Triple R was for $400,000; Brand replied that prior rounds had sought up to $400,000 and that updated contractor bids keep the project within that range.
What’s next: staff and the named developer representatives will prepare the application materials for the July I Triple R cycle and will proceed if an award is made. The HRA’s action was limited to authorizing the application and confirming the availability of the local match.
