City staff: development application from Tractor begins annexation and planning review process

CANNON FALLS, Minn. — City staff told the Cannon Falls City Council on May 29 that the city has received a development application from a private developer (submitted through consultant Kimley-Horn) that will require annexation of a portion of Randolph Township and subsequent planning review.
John (city staff) said the developer—identified in meeting remarks as Tractor—submitted materials and a set of FAQs the city has linked on its website. Staff will prepare city-focused FAQs that explain which decisions are within the city’s authority. John said the annexation discussions with Randolph Township must move forward to allow the project to proceed.
John said the Planning Commission is scheduled to discuss the development application at its June 9 meeting; the agenda items will include process steps for the application and an initial application for an ordinance amendment concerning gravel driveways (the applicant asked that the driveway item be treated as a discussion for now). Staff advised that meeting timing may be adjusted to align planning commission and council decision schedules. John also said that the applicant has agreed to an extension of decision timelines to meet statutory deadlines.
No formal council action was taken at the meeting on the development application; staff said they will continue coordination with the township, publish city FAQ material, and bring formal applications to the planning commission and council as required by state statute.
