City staff member Doherty presented the budget overview and said, "This is my 33rd tax budget," and explained the schedule and statutory deadlines, noting the city must adopt the tax budget by July 15 and submit it to the county auditor by July 20 under the Ohio Revised Code language cited in the presentation. Doherty walked the council through general fund estimates, special revenue funds, a statement of permanent improvements and a listing of capital priorities including water fund projects, sewer lines, police vehicles, city hall window protection, and street resurfacing.
After the public hearing, Resolution number 2025-39, "A resolution providing for the annual tax budget for fiscal year beginning 01/01/2026," was read into the record. Council discussion was brief; the council indicated the item would remain on second reading so the body could consider it again before final action. No roll-call adoption occurred at the meeting.
The administration noted the capital list in the budget reflects priorities that may be adjusted during the program budget process; debt outstanding and principal payments were included in the packet as required. No public speakers asked questions during the hearing, and council members moved on to the next agenda items.
