Spokane County commissioners and staff reviewed financial support for Washington State University Extension on June 2 as part of the outside‑agency budget review.
County support and in‑kind contributions: County presenters said the county makes a direct annual payment to WSU Extension (the budget line in 2025 was about $107,000 for the county contract) and also provides in‑kind supports including building space, utilities and administrative services. Commissioners requested a dollar‑value accounting of the county’s in‑kind contributions and asked staff to show how much of WSU Extension’s local operations the county is effectively subsidizing.
Program focus and continuity: WSU Extension staff said the program supports agricultural technical work, Master Gardener outreach and community education; staff noted WSU is considering regional delivery models that could consolidate staff across counties. Commissioners asked whether WSU could absorb some of the current county support or shift delivery models if county contributions were reduced.
Next steps: Commissioners asked county staff to quantify the county’s in‑kind contributions (facility, utilities and maintenance) and to provide options showing the programmatic impact of reductions of various magnitudes. Commissioners did not direct the county to terminate the WSU contract but asked for more information prior to any budget decision.
Ending: Staff will come back with an itemized statement of county in‑kind support and with the programmatic impacts of potential contract adjustments.
