Monona committee approves temporary right-of-way privilege for Winona Pines construction staging

The City of Monona Finance and Personnel Committee approved a resolution granting a temporary privilege in the right of way on Saint Teresa Terrace adjacent to 5103, to allow construction staging for the Winona Pines project.

Committee members said the move was requested by the project developer and negotiated with the contractor, McGann Construction, to allow staging and contractor access on the closed roadway while construction proceeds. Staff said the contractor requested the item be taken out of order so work could continue without delay.

The committee’s presentation noted the site is “a very tight construction site,” and the additional right-of-way access would be used for material staging and contractor vehicles. Committee questions focused on restoration requirements. A committee member asked, “Just to make sure we’re clear that it does require them to restore the right of way, including a new mill and overlay and any damage. Correct?” Staff responded, “That is correct. Thank you for bringing that up. That that is very standard of all of our developments.”

Under the terms discussed in the meeting, the city will require Public Works oversight, including video documentation of existing conditions and post-work inspection before final acceptance. Staff said the developer will pay the city a monthly fee for the privilege; the amount discussed in the meeting was $3,000 per month, billed monthly on the first day of the month.

The committee voted to approve the resolution after a roll-call vote. Committee members also noted the city had negotiated access details with McGann Construction and that street closure would be limited to the staging period. No additional conditions or amendments were recorded in the meeting minutes.
