The Napoleon City Council on Monday approved a design contract with Peterman Associates Inc. for the Maumee River waterline crossing project, authorizing $379,558 for engineering and design work.
City engineering staff said the amount is below the $400,000 budgeted for design in the 2025 capital plan. The project stems from a 2023 failure of a river crossing waterline; staff told council they expect another failure will occur and prefer to complete the work as a planned project rather than reactively.
Staff said geotechnical borings in the riverbed are planned for August and that the full project is expected to be bid and awarded in early 2027. The design award followed the required qualifications-based selection process under the Ohio Revised Code; the council approved directing the city to enter the negotiated contract with Peterman.
Council approved the contract by roll call vote. Staff said the negotiated price provides a contingency below the budgeted amount and that design activities will proceed this year to allow bidding in 2027.
