Council awards $857,980 contract for West Garland Street reconstruction to Crestline Construction

The Goldendale City Council voted June 2 to award the 2025 West Garland (West Darling) Street reconstruction contract to Crestline Construction Company LLC for $857,979.93 following a May 21 bid opening.
Dustin Conroy, who presented the project to the council, said Crestline submitted the lowest responsive bid and that the bid came in about 5% below the engineer’s estimate. Conroy recommended awarding the project to Crestline after confirming the bid packet met requirements.
“Provided the lowest bid and all of the data and all the requirements were in their packet and received. Their total bid amount was $857,979.93,” Dustin Conroy said.
Councilmembers asked whether the project includes a sidewalk; Conroy confirmed a sidewalk will be built on the north side of the street. The project will alter traffic control at the west end of Garland/Darling Street: Railroad Avenue will become the through street and the former through movement on Darling will receive a stop sign to improve control at the intersection.
A motion to award the project to Crestline Construction Company LLC passed unanimously.
Conroy said the bid was roughly 5% below the engineer’s estimate and that the project will proceed under the city’s standard contract and engineering oversight.
