BORGER, Texas — The Borger City Council on June 30 approved Resolution R-008-25 to authorize an incentive and loan agreement between the Borger Economic Development Corporation and Station Media LLC to support the company's local expansion.
Miss Fesser, an economic development staff member, told the council the finalized agreement was completed with attorney review and described the project as a local manufacturing and retail expansion. “Mister Archer comes from an entrepreneurial family here in Borger, and this is exactly the type of entrepreneurial activity we wanna support,” Fesser said.
Under the terms described at the meeting, Station Media will receive a grant equal to half of a defined funding amount, initially described as $67,500 tied to the creation of five full-time-equivalent positions. The remainder of the package was described as a forgivable loan carrying a 6% interest rate. Staff said the loan forgiveness would be tied to hiring: for each additional full-time employee the company hires, the company would receive a credit of $13,500 against the loan when annual assessments are performed.
Company representative Mr. Archer described the business model as a mix of retail and manufacturing. “Yes, ma'am. In the in the 1 half is the retail aspect of that. I would in the base manufacturing aspect,” Archer said, explaining that the business performs laser-cut and printed goods that are sold at retail and shipped widely.
Councilors moved and seconded a motion to approve Resolution R-008-25 authorizing execution of the incentive and loan agreement; the motion passed by voice vote. City staff characterized the project as supporting local small-business investment and bringing outside purchasing into the Borger area through locally based jobs.
Discussion vs. decision: staff presented the incentive structure, including grant amount, loan terms and hiring credits; council approved the resolution as presented. The agreement will be assessed annually for compliance with hiring targets and loan-forgiveness credits.
The council discussed EDC support for small businesses alongside higher-profile projects, emphasizing ongoing local investments. The resolution was approved and the city will proceed with the incentive and loan agreement under the terms presented at the meeting.
