The council emphasized that applying for the grant does not guarantee funding and that any awarded work would still require council-approved contracts and community engagement.
Staff described typical timelines: grant notification could take several months, and a comprehensive-plan engagement typically takes 12–15 months from firm selection to final adoption. Council members asked about timing and scope; staff said firms could propose broader or narrower scopes as long as minimum grant requirements were met.
Council moved and approved the resolution to issue the RFP and pursue the funding opportunity.
