Committee approves eminent‑domain awards for Newbury/Ellsworth culvert replacement

The Brockton Finance Committee on June 2 recommended favorably to the City Council taking temporary easements and making damage awards for properties abutting Newbury and Ellsworth streets to enable replacement of a culvert and related bridge work.
DPW Commissioner Pat Hill said most takings are temporary easements required by MassDOT standards for the Newbury Street bridge project; a small permanent easement is included. He said the culvert roof was deemed critical and sidewalk areas had been shut down. Hill said the project will use Chapter 90 funds and that construction is expected to start in July.
The order lists awards: the parcel at 10 Ellsworth Street (owners Hansel A. Sumner and Sabria S. Stewart) was awarded $5,300; 114 Newbury Street (owners Antonio A. Vas and Maria G. Fidalgo) was awarded $5,200; and a parcel owned by the City of Brockton was listed at $0. Hill said two or three property owners have already accepted the city’s apportionments and he did not expect a hostile situation.
The contract was awarded to Zappo Brothers of Stoughton as the low bidder for $1,750,000, and Commissioner Hill said the work should take about three to four months. The committee voted to recommend the taking and awards favorably to the full council.
