Finance committee approves multiple DPW internal budget transfers

The Brockton Finance Committee on June 2 recommended favorably to the full City Council several internal transfers within the Department of Public Works enterprise funds to cover overtime and contract shortfalls.
Commissioner Pat Hill and CFO Dr. Troy Clarkson presented the transfers as reallocations within the DPW water and sewer enterprise budgets. The transfers included $1,550,000 from DPW water retained earnings to a DPW water desalination fixed charge line, $35,000 from DPW sewer personal services (non‑overtime) to DPW sewer overtime, $501,902.66 moved into DPW sewer purchase of services to cover a sludge‑hauling contract shortfall, and $50,000 from DPW water personal services (non‑overtime) to water overtime.
Commissioner Hill said the $501,902.66 transfer addresses a “sludge hauling” shortfall driven by precipitation variability and seasonal operations. When asked about total hauling costs, Hill confirmed that hauling has cost about “3.7” million dollars this fiscal year. He also told the committee he is “at about 96% of my budget today.”
Councilors asked whether the personal‑services funds came from vacancies; Dr. Clarkson explained the remaining balances reflect unfilled positions and staff turnover. Motions to recommend the transfers favorably were made, seconded and approved by voice vote.
The transfers are internal reallocations within enterprise funds and do not require new general‑fund appropriations; they will appear before the full City Council as committee recommendations.
