Residents raise water, traffic and school-capacity concerns as commission reviews Burgreen Meadows and Abbey Brook subdivisions

At the Limestone County Commission work session on June 3, resident Neil Bowen urged commissioners to vote against the proposed Burgreen Meadows subdivision, saying the 20-acre project would worsen traffic, strain water infrastructure and add students to already-full schools.

"I'm here to talk specifically about the agenda item, Burgreen Meadows subdivision, proposal," Bowen said. "I just have some concerns, and I'm hoping that with these concerns ... convince you to vote no on this proposed subdivision." He described the plan as about 45 townhomes on roughly 20 acres adjacent to single-family homes and said the nearby Creekside Elementary and East Limestone schools are "pretty full at the moment."

County Engineer Mr. Massey responded during the engineer's report that Burgreen Meadows is a major preliminary and final subdivision creating 147 lots and that, on the questions Bowen raised, the development "does not fall in [the moratorium] area for new developments" administered by Limestone County Water and Sewer. Massey said the developer submitted a traffic study and "they're making improvements to Burgreen Road as necessary for the additional traffic that they're causing." He also said the project "does meet the subdivision regulations and the state law for division."

Massey also discussed two Abbey Brook phases on the agenda: Phase 5 (40 lots) and Phase 6 (35 lots). He said both Abbey Brook phases "do actually fall within the area of the moratorium, but they had submitted to [Limestone County] prior to the moratorium and had gotten approval," and that Limestone County Water is honoring those earlier approvals.

Massey said he received emails from nearby residents — Jesse Norris, Conan and Amy Frith, William and Katie Shinnick, Andrew and Sabrina Petrie, and Justin Huff — raising similar concerns about character and compatibility with surrounding single-family homes; he entered those emails into the public record. He noted the county lacks a planning-and-zoning review that would normally assess "nature and character" of developments and said the county instead evaluates proposals against subdivision regulations and applicable state law.

No final vote or formal action on Burgreen Meadows or the Abbey Brook phases was recorded in the work session minutes excerpt. The items were presented to the commission as subdivision matters for consideration and staff response; the engineer answered questions and noted outstanding public comments entered into the record.

The public comment by Bowen occurred during the meeting's public comment period; the engineer's responses were part of the engineer's report later in the agenda. The transcript does not show a commission decision or motion on these subdivisions during the June 3 work session.
