At the June 3 meeting the City Council received and filed a consultant report on long‑term options for Park Vista senior housing and directed staff to prioritize a refreshed facilities assessment.
Consultant Jim Simon of RSG reviewed four broad options: sell the property subject to affordability covenants, pursue a long‑term ground lease, refinance and retain city ownership, or retain ownership and partner with an outside operator. Simon said a 2018 physical‑needs assessment estimated about $3.2 million of capital needs over ten years; staff said that figure likely needs updating.
Council members voiced strong interest in preserving affordability and minimizing tenant displacement while ensuring the building receives necessary capital investments. Several members said they were reluctant to sell finite city land but acknowledged the city’s limited capacity to fund major rehabilitation at prevailing wage levels. One council member said the city has been a poor landlord for the facility and proposed exploring sale or long‑term transfer to an entity better positioned to invest in the building.
Council consensus was limited to receiving the report and commissioning a focused, updated facilities assessment (as part of a wider planned facilities review) so council can consider financing scenarios and implementation options once the city has current capital‑needs estimates.
