The Waukee City Council approved a site plan for a Casey's convenience store and a temporary use permit for a seasonal fireworks vendor during its meeting.
Melissa, representing city planning staff, described the Casey's application as a single‑story building just under 5,000 square feet on about 1.5 acres north of Southeast Kettlestone Boulevard West and west of Grand Prairie Parkway. The site plan includes a fuel canopy with 10 pumps, two site accesses (one off Grand Prairie Parkway and one off Southeast Kettlestone Boulevard), a 5‑foot sidewalk on the south side, a 10‑foot trail to the east, and regional stormwater detention to the west within the Kettlestone Lakes development. Melissa said the building and trash enclosure will be brick with stone accents and staff recommended approval of the site plan.
Council members voted in favor; the roll call on the item recorded affirmative votes from Council member Crone (yes), Council member Pierce (yes), Council member Grove (yes) and Council member Sinclair (yes). The meeting record did not identify the motion’s mover and seconder by name.
City staff also presented a temporary use permit for Boom Daddy Fireworks to operate at 140 Southeast Laurel Street in Warrior Plaza (near Mickey's and the Dollar Tree). Staff said the applicant submitted proof required by the state fire marshal, proof of insurance and other documentation, and that the fire department had signed off. Staff recommended approval for a tent approximately 1,500 square feet with supporting storage containers. The permit was approved for June 22 through July 6 with hours of operation from 9 a.m. to 10 p.m. daily and until 11 p.m. on July 4.
When asked whether recent changes in state law affected the city's ability to oversee fireworks sales, city staff responded, “Not as it pertains to the sale of fireworks. The law change related to when they can be shot off.”
Both approvals followed staff recommendations; no appeals or motions to reconsider were recorded at the meeting.
