Resident Ron Palmer said his homeowners association considers Southeast Blackthorn Drive a private drive and that employees from nearby stores, including Earl May and Stivers, frequently cut through to fill cars at a QuickStar station. “It's private,” Palmer said. He told the council the HOA has “spent probably 15 to $20,000 fixing that street” and asked the city to send letters to the businesses and to consider additional signage stating the road is private.
Palmer also said the neighborhood has considered closing one end of the drive and suggested the city could allow bollards at one end while preserving emergency access. He asked whether the city would permit such a closure; staff replied that emergency access rules would apply and there are operational considerations.
City staff told Palmer they would place the issue on a future work session agenda to explore options and get back to him. The council did not take immediate formal action; staff invited Palmer to discuss details after the meeting.
