Commissioners and staff also discussed holding a modest contingency fund for applicants who file after the main award process or for pressing one‑time needs during the fiscal year.
County staff described the application and scoring process used last year and said they would send an updated application and scoring worksheet to all applicants. The board asked staff to require brief program reports from applicants; the treasurer and staff said a nonresponse or missing report would affect award eligibility. County staff told the board they would accept final applicant information through June 13, then produce the scored recommendation for the commissioners to finalize allocations.
Commissioners discussed program‑specific examples during the session, including requests for travel or vehicle assistance for local youth groups and whether the county should offer in‑kind support (for example, county fuel purchases) instead of cash when appropriate. Staff said the county can arrange fuel or other non‑cash support where that is more efficient than an up‑front cash award and can make special arrangements for applicants that lack cash on hand if necessary.
The board directed staff to circulate the scoring worksheet to commissioners and applicants, to hold the $35,000 contingency until after the June 13 submission deadline, and to return with a ranked recommendation for awards at a follow‑up meeting.
