North Ridgeville enacts 180-day moratorium on new smoke-shop permits

North Ridgeville City Council on June 2 approved Ordinance 2025-84, imposing a moratorium of up to 180 days on granting permits and accepting planning or new-business applications for smoke shops while the city reviews its zoning code.
Mayor said the moratorium is part of an ongoing zoning-code review: “There is a specific desire to put a moratorium on smoke shops until we can review the, zoning codes that, allow for these businesses to be located in the city.” The mayor asked for the emergency clause so the moratorium would take effect immediately.
Council President Schaefer asked whether the ordinance would address limiting the number of smoke shops in the same way the city regulates car washes; the mayor replied that such details would be addressed in the future zoning changes and that the moratorium is intended to prevent new openings while the review proceeds.
The council dispensed with second and third readings, added the emergency clause and adopted the ordinance. The roll call recorded yes votes from Swank, Schaefer, Abens, Winkle, Awig, De Vries and Jacobs; the motion carried and the moratorium was enacted.
