North Canton City Council advanced a resolution to send to the county tax authority that would release the city’s voter-approved fire and EMS operating levies early, fulfilling a promise tied to a May ballot measure.
Council members said the move reflects the city’s commitment that the ballot package voters approved would not include additional property taxes beyond what was represented on the ballot. City staff clarified that the county treats the renewal and increase as three separate tax line items for administrative purposes, while the city and voters regarded it as one ballot issue: the fire operating levy and the EMS operating levy.
Staff also told council it will retain the permanent levies approved by voters in 2012; those levies are “frozen” at their 2012 valuation and will not increase year to year. The staff presentation made clear that the resolution to release the two operating levies does not change the status of the 2012 permanent levies.
The resolution has been submitted to the county tax authority in draft form for review; staff said the county indicated it was acceptable and that the city will formally transmit it after council approval.
Council voted to place the item on the full council agenda for final action.
