The City Council continued a public hearing on the annual review of the development agreement with Emerald Perspective, a local cannabis dispensary, after staff reported the business made a late $12,000 payment and took steps toward resolving reinspection issues.
City staff told the council that inspectors found some compliance items fixed during a recent inspection but that key documents and a signed payment plan from the business owner were not yet on file. “We received the first payment from Emerald Perspective as part of the payment plan,” staff said, and recommended continuing the hearing to July 21 to allow the business to complete outstanding items and make additional payments due in the coming weeks.
During public comment an employee who identified herself as having the requested documents told the council she was in the hospital during the last inspection and said the materials and a signed payment agreement were now available to staff. She also said the business will begin making incremental payments to meet the amounts due and expected to work toward the planned schedule.
Council members asked whether the immediate payment arrived before tonight’s meeting and whether the owner had authorized staff to sign the payment plan; staff said the payment arrived on the preceding Friday and that the owner has not directly signed an authorization for staff representatives yet. The council voted unanimously to continue the hearing to July 21.
Staff said additional actions — including possible penalties or further enforcement — remain options if the business does not meet the continued deadlines.
