Uintah County adopts fee schedule ordinance adding passport photo fee, tire charge and library sales

The Uintah County Commission on June 3 approved Ordinance O528202501, updating the county fee schedule to reflect new and corrected charges for multiple departments.

Lauren Anderson, the county civil attorney, told commissioners the ordinance adds a $10 passport-photo fee for the clerk's office, permits the county library to sell a small set of retail items priced at market value plus 10 percent, and implements a new $2 per tire charge at the landfill to comply with state law. "The passport photos will be $10," Anderson said. "The library has obtained some book bags and earbuds ... they would sell them for the market value plus 10% rounded up to the nearest dollar."

Anderson also said the landfill manager reported increased tire deliveries and that the new $2-per-tire charge will allow the county to collect the fee the state will use to remove tires. She noted the fee schedule will also restore prepaid trash-book options that were inadvertently left off the prior schedule; staff described prepaid books in $400, $500 and $600 denominations as options for residents.

Commissioners discussed and corrected a typographical error in earlier materials that had shown a landfill fee as "$1,300" when the intended fee is "$130." Anderson confirmed the ordinance text reflects the corrected amount.

The commission voted to adopt the ordinance and directed staff to implement the updated fee schedule immediately. Anderson said prior fee updates for the recorder's office had already taken effect on June 1, and this ordinance consolidates the current set of fees.

What happens next: county departments will begin charging the newly listed fees and update public-facing materials to reflect the corrected landfill fee and other additions.
